The UN General Assembly has decided to put negotiations on a treaty banning human cloning on hold for one year. While all of the 191 member nations agree that reproductive cloning should be banned, however the subject of therapeutic cloning has caused a huge rift between nations. In November 2003 the assembly's legal committee decided, by a one-vote margin, that talks on a treaty should not be held for two years, however due to the closeness of the vote the two sides have agreed to a compromise of one year.
